Requirements
In 2004, the New York State Office of Fire Prevention and Control enacted a law requiring that the harboring of wild animals is to be reported annually to the municipal clerk of the resident's municipality. Under general municipal law, the owner shall file the report with the clerk on or before April 1 of each year.
Importance of Reporting Animals
According to the New York State Department of State, this information is essential so that emergency services personnel may:
- Ensure maximum protection and preservation of property
- Protect themselves and the resident's neighbors
- Provide for the safety of the animals
- Provide the community with emergency services without unnecessary delay
Penalties
Any person who fails to report the presence of a wild animal as required by law shall be subject to a civil penalty of not more than $250 for the first offense. Upon being found guilty of a second or subsequent offense, the resident will be subject to a civil penalty of $250-$1,000.
